Kirats are essentially pagans and worship the nature and their ancestors. Sumnima-Paruhang are our first ancestors and not god and goddess as some believe. Apart from these two we worship our own family and the nature. It stands to reason that noone or nothing called chandi ever features on our cultural or religious rites.
The propoganda probably is similar to the various other propogandas by the majority culture or religion in any given location to marginalise or de-signify the minority culture.
Few Examples that comes to mind are
Christianity, Lucifer "the bringer of light" went "against" the christian god and was named "shaitan" which actually means the opposition. it developed to satan in eglish and today satan equals Evil or the devil.
Buddha is an incarnation of Vishnu according to Hinduism.
Similarly Paruhang is Shiva according to Hinduism.
An example of negative propoganda is the symbol of swastika which went from being an auspicious sign to a Nazi Logo. We know it's a sign for auspicious things so it doesnt affect us. People from the western world take a different view of the symbol.
Now the debate between Shiva and Paruhang has long been going on. One argument is that hindus held the male in higher regard and Us Kirats hold the female higher. Thus we say Sumnima Paruhang and they say Shiva Parvati. Of course there is lakshmi Narayan thing but we're just discussing shiva parvati for now. Another point is Sumnima Paruhang are our first forefathers not our gods. We do not have gods. The closest thing to god we have are our ancestors and the nature and it's natural force.
So a Vital point to note is:
It is ACCORDING TO HINDU MYTHOLOGY that shiva took the form of a kirat and was worshiped as kirateshwor. The kirateshwor temple has a stone phallus just like other shiva temples arround the country. It doesnt say in our mundhum that paruhang is shiva. Just like buddha never did say i am vishnu's avatar.
Another statue that has survived to date is Birupaksha the one the hindus named "Kali" it has a very kirat like feature.
Kirati is in itself a multilingual, rich cultural and religious way of life. Yes, There are mention of Kirat society in the Rig Veda. But just because a hindu mythology says that their god shiva took the form of a kirat doesnt make the whole kirat culture a sub-religion of hinduism. Please consider the fact that the mundhum makes no reference to Shiva, neither does it support the claim that ours is a branch of hinduism. These are just years and years of propoganda.

dear sam...gud to knw dat u knw atleast something abt shiva and our god parohang.i agree wid u partially reagrding our religion and god worshiping.ur idea on parohang-sumnima is completely wrong dear.They ARE our God plus primordial parents.though thre is no mention of name shiva in our mundhum...but according to the mundhum orcale of parohang through di lips of mahaguru mangpa k.b.rai parohang travelled in di form of jagatrakala in di south.nw i dnt knw who is exactly refered as jagatrakala in hindu mythology.and oracle also says dat parohang is also called buddhahang.so in my opinion lord buddha could be di reincarnation of buddhahang or parohang....
